The Council will consider planning applications in accordance with their Local Plan unless material considerations indicate otherwise. Local Plans are Council documents that set out the amount and distribution of housing and employment land over a specific period. The Council’s last Local Plan, as amended by the Partial Review, covers the period 2011-2031 following its adoption in March 2021.
Importantly, the Council is currently working on a new Local Plan, which will amount to a material consideration as it progresses, and will detail how housing and employment needs will be met to 2040. The latest draft plan identifies a housing requirement for North West Leicestershire of 686 dwellings a year, a total of 13,720 dwellings over the plan period of 2020-2040. In respect of identified employment space needs, the net requirement for 2023 to 2040 is identified as up to 10,506sqm of new office floorspace and at least 114,562sqm of industrial and smaller-scale warehousing.
Ellistown is designated within the Local Plan as a Sustainable Village and performs well in respect of sustainability due to the services available (including education and employment) and connectivity. The village also benefits from its close connection to Coalville, which further allows residents to meet their needs sustainably.
The Land West of Midland Road is identified as a draft allocation (ref: E7) for approximately 69 dwellings and therefore represents an important component of the Council’s emerging spatial strategy.
The Land East of Midland Road is identified as a draft allocation (ref: EMP24) for around 29,160sqm of industry/smaller scale warehousing (Use Classes B2/B8) and is required to meet identified employment space needs.
Both sites represent an important part of the Council’s emerging spatial strategy to meet identified needs in the most sustainable locations.
