THE PROPOSED DEVELOPMENT

The proposed development on both sites has been informed by a constraints-led master-planning exercise while also meeting the specific requirements of both draft allocation policies.

As the sites have been identified as draft allocations in the Council’s new Local Plan they are considered sustainable and suitable for development. The proposals present an opportunity to carefully use the natural environment to create a successful and sustainable developments alongside the provision of new recreation areas and open spaces to support active and healthy lifestyles for future residents and employees alongside the delivery of the required housing and commercial spaces.

The proposal therefore presents the opportunity to support the existing strong and cohesive community of Ellistown through additional housing and employment growth.

LAND WEST OF MIDLAND ROAD


Key elements of the proposal include:

  • Provide up to 75 dwellings including affordable homes;
  • Provide a good level of useable public open space alongside a children’s play area;
  • Provide a high-quality landscaping scheme to the northern and western boundaries to help mitigate the visual impacts of development and separation to Hugglescote;
  • Create a vehicle access to Midland Road;
  • Retain and enhance the existing Public Right of Way and the existing vegetation where achievable;
  • Create a high-quality environment and provide ecological opportunities for new wetland wildlife habitat.

LAND EAST OF MIDLAND ROAD


Key elements of the proposal include:

  • Provide around 29,160sqm of industry/smaller scale warehousing;
  • Provide a good level of useable public open space;
  • Provide a high-quality landscaping scheme to help mitigate the visual impacts of development and separation to Hugglescote;
  • Create a vehicle access to Midland Road;
  • Create a high-quality environment and provide ecological opportunities including a Sustainable urban Drainage System (SuDS) offering new wetland wildlife habitat.

THE BENEFITS OF THE PROPOSED DEVELOPMENTS


  • The residential proposal west of Midland Road will provide up to 75 dwellings including affordable homes, a good level of useable public open space alongside a children’s play area. The proposal will retain and enhance the existing Public Right of Way as well as the existing vegetation where achievable. The proposal will also provide contributions to local services and facilities to mitigate its impact, such as, for local schools.
  • The commercial proposal, east of Midland Road, will provide for around 29,160sqm of industrial/smaller scale warehousing (Use Classes B2/B8) suitable for local businesses in accordance with the emerging allocation policy.
  • Both proposals will be supported by a comprehensive landscape scheme which will deliver new tree planting, recreation provision and public open space. The proposals both seek to retain and enhance the natural landscape buffers through additional planting and support a biodiversity net gain. The proposals have been designed to maintain the separation between Ellistown and Hugglescote in line with the emerging allocation requirements.
  • The proposals will deliver improvements to Midlands Road including the creation of a new footway that will be provided along the western side of Midland Road connecting to the existing provision within the village and new bus stops.
  • The proposals will stimulate the local economy through the additional spending from both the construction itself within local supply chains as well as that of future residents of the housing site on local services. Additionally, the commercial units will provide jobs both locally and more widely once operational.
